JUN 13 1984 <br />BOOK 57 pn, 4 4 9 <br />G <br />Mr. Minnis addressed the Board and stated he owns three <br />houses on the corner of CR -510 and 63rd Avenue. He <br />explained his reasons for feeling that it is not justifiable <br />for him to pay the lien. He recalled that his sister, Sarah <br />Minnis Forbes, co-owner of the subject property, called the <br />Sheriff's Department one day in June, 1980 and reported that <br />marijuana was being grown on the western portion of the <br />property. A Deputy Sheriff came immediately and asked her <br />to point out where the marijuana was being grown. While <br />this was going on, a man was watching from a trailer parked <br />on that portion of the property. He and, apparently, some <br />other men had time to harvest all the marijuana plants that <br />were growing and even saved the plants that had been cut and <br />were hung in trees to dry. Mr. Minnis believed that his <br />house was set on fire in retaliation for his sister <br />reporting the marijuana stand. The Sheriff's Dept. listed <br />the fire as arson. They said that they would clean the <br />whole lot up for $800 and he received a bill for $3,000 at <br />6% interest. He felt that was wrong and when he tried to <br />see Commissioner Lyons at the other building over on 14th <br />Avenue, they refused to let him see him. They said that <br />nothing could be done because the lien had been filed and he <br />had to pay the money with interest. <br />Commissioner Lyons did not understand why Mr. Minnis <br />was not able to see him, as he is always available to anyone <br />who wishes to see him. He understood, however, that one <br />house was burned down and another damaged. The County said <br />that he had to clear it off and when Minnis did not do it, <br />the County did it and billed him for the demolition costs. <br />He pointed out that the work was authorized by Mrs. Sarah <br />Minnis. <br />Chairman Scurlock asked who told him that it was going <br />to cost $800 and Mr. Minnis seemed very reluctant to <br />identify that individual, but stated that Bob Neeley, who <br />54 <br />
