JUN 2 0 1994 <br />Boox 57 FATE 483 <br />Utilities <br />County water is available but County wastewater facilities are <br />not available for the subject property. <br />RECOMMENDATION <br />The Planning and Zoning Commission recommended approval of this <br />request for the reason stated in the Description and Conditions <br />section of this memorandum. While the Planning staff respects <br />the Planning and Zoning Commission's opinion, staff recommends <br />denial of this request because it is contrary to the <br />Comprehensive Plan policies discouraging strip commercial <br />development. <br />Robert Keating, Director of Planning & Development, <br />presented staff's recommendation for denial of this request <br />for redesignation as it is contrary to the Comprehensive <br />Plan policies discouraging strip commercial development. He <br />showed an aerial view of the subject property and <br />surrounding area, which is presently zoned Commercial. The <br />owners propose to develop this property for a funeral home. <br />Director Keating emphasized that if this property was <br />developed into commercial use, it would generate over 5700 <br />average annual daily trips, as opposed to 700 for <br />residential use. <br />Wellford Hardee, agent for owners Ronald, Clyde, Elbert <br />and Angus McDougald, pointed out that he has been a local <br />realtor since 1960 and feels he is knowledgeable about Vero <br />Beach and Indian River County. Mr. Hardee distributed maps <br />of the area with color photographs of various structures <br />attached and pointed out the many commercial uses in the <br />area at present. He believed that the commercial aspect of <br />Oslo Road has much improved over the years through the <br />construction of nurseries, garages, trade establishments, <br />_ and one small shopping center and he emphasized that.the <br />McDougald property has been zoned commercial for many years. <br />22 <br />- M <br />
