JUN 2 0 1984 aoox 5 7 P,r P,E 495 <br />Chairman Scurlock requested that in the future, staff <br />provide the Commission with information on each of the three <br />firms selected for negotiations, and Commissioner Wodtke <br />suggested that a Commissioner sit in during the selection <br />process. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bird, that the <br />Board authorize the Administrator and/or <br />his designee to negotiate the cost of the proposed <br />project, starting with Boyle Engineering, and if <br />in fact a suitable fee cannot be reached, <br />authorize negotiations with Dyer, Riddle, Mills & <br />Precourt and proceed in the same manner with James <br />M. Montgomery if agreement cannot be reached with <br />the #2 firm. <br />Under discussion, Utilities Director Pinto explained <br />that they had received five very good proposals and they <br />were quite impressed with all five firms. The three firms <br />selected for negotiations had better master plan abilities <br />than the other two. The Boyle firm was chosen because of <br />their expertise in water master planning and their mapping <br />and in-house computer abilities. He explained that our <br />project goes a little beyond the normal job because they <br />will also analyze our existing system and give us <br />information on any soft spots or pressure problems. He <br />noted that they have modified the Kentucky Program to <br />coincide with the experience they have had on projects <br />similar to ours. <br />Director Pinto explained that they would be considering <br />a 15-20 year plan, and while the entire north county would <br />be included in the stud those <br />y, parts <br />of the north county <br />where it is'likely development will not take place for <br />32 <br />
