JUL <br />31984 <br />BaoK <br />57 pn,Ew <br />according to what <br />the Administrator said, he did <br />meet the <br />commitment on the application when he filled it out the <br />second time; that the second amendment to the Constitution <br />gives everyone the right to bear arms; and that he does feel <br />plenty of time has gone by to demonstrate his ability to be <br />an upstanding citizen and he is asking for a permit. <br />Commissioner Bird noted that the only information he <br />received read that Mr. Ayers was convicted and did not state <br />the nature of the offenses. He did realize those mentioned <br />are minor offenses. <br />Chairman Scurlock stated that he was under the same <br />impression as Commissioner Bird and felt the 1983 offenses <br />were convictions of the same type as the earlier offenses. <br />Commissioner Bird believed, based on this new <br />information, that Mr. Ayers had demonstrated a proper time <br />period of rehabilitation. <br />MOTION WAS MADE by Commissioner Bird, SECONDED <br />by Commissioner Wodtke to approve the issuance <br />of a permit to carry a concealed weapon to <br />Edward L. Ayers. <br />Commissioner Lyons stated that he planned to vote <br />against the Motion on the basis that not enough time has <br />elapsed since the questions on the application were not <br />answered properly. <br />Chairman Scurlock requested that Mr. Ayers explain why <br />he had omitted the information re his convictions on his <br />original application. <br />Mr. Ayers confirmed that there was a reason, and it was <br />not his intention to lie. He explained that he went through <br />a similar situation with the State of Florida over his <br />security license and got it straightened out and was issued <br />his state license.
