would make the recommendation to the Board, he gave Mr. <br />Wright all these documents and an explanation as to why he <br />did not put it on the application because he felt that same <br />information would come back from Tallahassee when the <br />information was checked. <br />Chairman Scurlock commented that the state apparently <br />did not give him any penalty situation. <br />THE CHAIRMAN CALLED FOR THE QUESTION. It was <br />voted on and carried (3-1), Commissioner Lyons <br />yoting in opposition and Commissioner Bowman <br />being absent. <br />DISCUSSION REGARDING JAIL OPERATIONS <br />Chairman Scurlock informed the Board that at the <br />seminar he attended recently in connection with the <br />construction of the jail, he learned that there is a new <br />emphasis on professionalism in the operation of jails. This <br />seminar led him to believe that the new approach of having <br />this facility operated and handled under the County <br />Commission might be worth considering, and he has asked the <br />Administrator to pursue this. <br />Commissioner Lyons reported that he also was at this <br />seminar and received the same impressions. <br />Sheriff Tim Dobeck concurred that some good points were <br />brought up at the seminar. He noted that the entire <br />Commission has been very supportive of the corrections <br />portion and law enforcement portion of his budget, and a lot <br />of budget increases have come in because of state mandated <br />requirements, re air conditioning, recreation, etc., The <br />Sheriff, therefore, felt that the Commission, in a sense, <br />has been running the Jail with his people supervising the <br />jail population.
