JUL 3 19 4 EnOK 57 U i 562 <br />would result in a more professional jail administration with <br />a better career factor both for corrections and for law <br />enforcement since it would provide a man with incentive to <br />be a correctional officer rather than using his training as <br />a correctional officer merely as a stepping stone to get <br />into the law enforcement end. Re the actual cost for the <br />county to take over and operate the jail, the Sheriff <br />informed the Board that the correctional portion of his <br />present 1983-84 budget is $759,578, and if the Sheriff's <br />Department were to keep corrections, the new budget would be <br />$824,808, an increase of about $65,000, or 8.590. <br />Chairman Scurlock believed a lot of this increase is <br />precipitated by getting to a fair salary to attract and keep <br />the jailers, and Sheriff Dobeck confirmed that Indian River <br />County actually has been a training ground for the Vero <br />Beach Police Department, the Martin County Sheriff's Office, <br />and the St. Lucie County Sheriff's office, etc. The <br />correction's department salaries are the lowest in the four <br />county area, and he would like to bring these salaries, <br />after some years of experience, up within about a $2,000 <br />range of the road deputy. <br />Commissioner Lyons believed it is important to remember <br />that the taxpayer is paying for the jail operation whether <br />it is handled by the Sheriff's Department or the County <br />Commission, and we are not talking about an increase in <br />expense if it goes to the County Commission. <br />Sheriff Dobeck believed there would be a very minimal <br />changeover fee and felt the County ultimately would benefit <br />because it takes away dual liability. <br />Administrator Wright believed there is another benefit <br />from a purely administrative standpoint. Right now we share <br />a lot of responsibilities wherein the Sheriff handles the <br />day to day activities, but we have to build the jail and <br />provide for the facility.
