Davis, P.REFERENCES:') Carl Johnson, Vero Lake Estates <br />Public Works DirectoProperty Owners Assoc. to Board of <br />County CamAssioners, dated 4-10-84 <br />1-20-84 <br />DESCRIPTION AND CONDITIONS <br />During the December 7, 1983, meeting of the Board, action was <br />tabled on the establishment of a Municipal Service Taxing <br />Unit(MSTU) for drainage study and improvements for the Vero Lake <br />Estates area. Staff was directed to meet with Mr. Ansin and <br />the Vero Lake Estates representatives to discuss and clarify <br />their respective positions. <br />ALTERNATIVES AND ANALYSIS <br />In meeting with Mr. Ansin, his position is as follows: <br />1. Efforts should be undertaken to increase the outfall into <br />the Sebastian River. <br />As Mr. Ansin indicated, this effort must be coordinated with <br />both State and Federal agencies to insure that water quality <br />and quantity does not adversely effect the Sebastian River <br />Flood _Plain. The CR 510 outfall serves a large portion of <br />north Indian River County. Staff recommends that efforts <br />be initiated to have the U.S. Army Corps. of Engineers and <br />St. Johns River Water Management District study this area <br />under either the Corps. of Engineers "Small Project Program'.' <br />(under $4 million cost) or under a St. Johns River Water <br />Management District Study program. Along with the establishment <br />of a proper Legal Positive Outfall, Mr. Ansin indicates that <br />the existing lakes in the area may be used for retention/detention. <br />The three east/west canals in the subdivision may be upgraded, <br />however, these canals drain the Vero Lake Estates Drainage <br />District, and areas of responsibility must be established. <br />Land in the District is being sold at this time for development. <br />At this time, Mr. Ansin owns the lakes and canals in the <br />subdivision. There is a cooperative spirit towards setting <br />these facilities in proper easements or water management <br />tracts. Staff still recommends a drainage study for the <br />area, funded by the MSTU method. The Consultant chosen to <br />perform the study would make application to the Corps of <br />Engineers and SJRWMD. The Consultant could also develop <br />a lot grading plan for the subdivision to be used on an interim <br />basis. Assessments should be a maximum of $10 per acre or <br />part thereof. <br />-I <br />
