2. Pave 87th Street and 101st Avenue - the two main collector <br />roads in the area - This paving would reduce erosion and <br />silting of the main canals. Road paving and drinage <br />improvements compliment one another. The cost for this <br />paving could be funded by MSTU funds and traffic impact fees <br />via a Capital Improvement Program. Once again, the Consultant <br />should develop the program. <br />In summary, Mr. Ansin supports the establishment of an MSTU if <br />a specific Capital Improvement Program can be established to <br />include paving 87th Street and 101st Avenue. <br />The Property Owners Association has submitted a letter requesting <br />their Road and Drainage Committee be designated as the Advisory <br />Committee to the MSTU. Indications are that the Property Owners <br />would not object to an assessment of $10. per acre or part <br />thereof, or less. <br />RECOMMENDATIONS <br />Staff recommends the establishment of the MSTU for the Vero Lakes <br />Estates area and requests authorization to schedule another Public <br />Hearing on this matter. <br />Director Davis informed the Board that the paving of <br />87th Street and 101st Avenue, which are the main two roads <br />through the subdivision, entails about five miles of road, <br />and staff feels this could be done for about $206,000. In <br />regard to the drainage, Mr. Ansin feels the outfall leading <br />to the Sebastian River outfall should be increased. Direc- <br />tor Davis continued that about 3 or 4 years ago, we entered <br />into an agreement with Mr. Ansin and Corrigan Ranch to clean <br />out that outfall; this cost about $12,000 and it was done on <br />a sharing basis with the owners contributing. Mr. Davis <br />believed that the efforts to increase that outfall will have <br />to be on a regional level as it will involve a very large <br />area of land. <br />Director Davis reported that the Vero Beach Lake <br />Estates Property Owners are going on record that they do not <br />oppose the MSTU, but they do want representation and are <br />recommending those set out in the following letter: <br />86 57 FAr,E694 <br />J U L 111984 - J <br />
