WP <br />Planning & Development Director <br />FROM: <br />Richard shearer, <br />Chief, Long -Rang <br />eAICP REFERENCES: <br />Planning <br />FILE: <br />COUNTY -INITIATED RE- <br />QUEST TO AMEND THE <br />COMPREHENSIVE PLAN BY <br />REDESIGNATING 84.47 <br />ACRES FROM LD -2, TO <br />MD -1 <br />CPA 84.47 Ac. <br />RICH2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of July 11, 1984. <br />DESCRIPTION & CONDITIONS <br />Indian River County is initiating•a request to amend the <br />Comprehensive Plan by redesignating 84.47 acres located west of <br />the F.E.C. Railroad.in Section 20, Township 31 South, Range 39 <br />East, from LD -2, Low -Density Residential 2 (up to 6 <br />units/acre), to MD -1, Medium -Density Residential 1 (up to 8 <br />units/acre). <br />On May 23, 1984, the Board of County Commissioners approved a <br />request to'redesignate 20 acres of land located contiguous to <br />the subject property from LD -2 to MD -1. <br />This request was initiated to establish a consistent land use <br />designation for all of the County land in Section 20 which is <br />west of the-F.E.C. Railroad. <br />On May 24, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request=. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding•areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on en- <br />vironmental -quality. <br />Existing Land Use Pattern <br />The subject property currently contains Breezy Village Mobile <br />Home Subdivision, zoned R-1PM, Permanent Mobile Home Subdivi- <br />sion District; Lamplighter Mobile Home Park, zoned R-1MP, <br />Mobile Home Park District; a warehouse zoned M-1, Restricted <br />Industrial District; and undeveloped land zoned A, Agricultural <br />District. North of the subject property are citrus groves and <br />undeveloped land. East of the subject property, across the <br />F.E.C. railroad tracks, are mobile homes and undeveloped land. <br />South of the subject property is a sand mining operation and <br />undeveloped land in the City of Sebastian. West of the subject <br />property is a platted single-family subdivision in the City of <br />Sebastian. <br />23 <br />JUL 111984 <br />
