William Baird of the Sheriff's Department <br />presented the request for a pistol and shotgun practice <br />range to be located at what is called the "stump dump" on <br />Oslo Road, which is County -owned property. He noted that <br />currently the Sheriff's Department uses the County range to <br />qualify individuals for gun permits, but felt there is a <br />definite need for a facility where officers could practice. <br />He thought it could be established with in-house labor and <br />the minimal cost could be absorbed by the Fraternal Order of <br />Police. <br />Arthur Scheeren, President of the Fraternal Order of <br />Police, explained that this course could be used by the FOP, <br />the Sheriff's Department and certain people employed by the <br />County who have expressed a need for a practice range. <br />Lengthy discussion ensued regarding other practice <br />ranges in the County and whether they could be utilized more <br />fully. <br />Chairman Scurlock felt it does not make sense to have <br />five or six ranges all over the County, and he was reluctant <br />to build another range just because we cannot cooperate and <br />coordinate on the existing ranges. <br />Chairman Bird agreed, but felt that a safe place to <br />take our children to learn to shoot and to sight in our <br />rifles is needed. He asked if the proposed range could be <br />utilized by the public at certain times. <br />Capt. Baird explained that their present plans include <br />only pistols and shotguns, and he did not feel the "stump <br />dump" location was safe for rifle practice. _ <br />Chairman Scurlock felt that if it is open to the general <br />public, there should be some supervision because of the <br />liability issue. He suggested that it be open to the public <br />at certain times, such as Saturday morning, and on a limited <br />supervised basis. <br />49 <br />
