r <br />J U L 111984BOOK <br />RECOMMENDATION <br />57 PAGE 661 <br />Based on the above analysis, staff recommends that the <br />following changes to the C-2, Heavy Commercial District, be <br />approved: <br />1) Reducing the required rear yard and side yards from <br />20 feet to l0 feet; <br />2) Allowing parking in all but 10 feet of the required front <br />yard; <br />3)- Clarifying lot coverage.; <br />4) Adding Trade Contractors Buildings as a special exception <br />use. <br />Planner Richard Shearer presented staff's <br />recommendation for the proposed amendment to the C-2 zoning <br />district and explained the major changes. <br />Commissioner Wodtke asked why the front yard is 25 feet <br />and not 10 feet, and Mr. Shearer explained that the reason <br />for this is that most of the C-2 zoning currently exists on <br />arterial roads and he thought that more footage might be <br />needed in the future to widen those streets. <br />Robert Keating, Planning & Development Director, <br />thought that the provision that parking can be allowed in <br />all but the first 10 feet of that setback gives the <br />developer additional flexibility and is less stringent. <br />Mr. Shearer reported that staff has done some checking <br />and we would be hard pressed to find very many buildings <br />that only set back 10 feet from the right-of-way in our <br />existing commercial/industrial zoning districts. Staff did <br />not feel it was unreasonable to allow parking in there, but <br />did feel parking should be set back a little bit further. <br />Mr. Shearer further noted that people are going to M-2 <br />rather than conform to C-2, mostly because of the setback <br />requirements. <br />53 <br />
