JUL 111984 Box 57 c,AGF673 <br />The problem, however, is that some of the people in these <br />areas do not feel that they can meet the assessment schedule <br />as it is now defined in our assessment ordinance, and <br />Director Davis suggested that they be allowed to string <br />their payments out over a longer period of time than two <br />years. <br />Commissioner Wodtke did not feel there was a problem <br />with the payment situation, but asked about the low con- <br />struction cost of $4 per foot and Director Davis explained <br />that they would be working with constrained right-of-ways <br />using a shell base rather than soil cement. <br />MOTION WAS MADE by Commissioner Wodtke, <br />SECONDED by Commissioner Bird, that the <br />Board authorize the County Attorney and the <br />Public Works Division to do the necessary <br />title search in acquiring the right-of-way <br />to construct roads under our petition paving <br />program on 10th Court S.W. from Oslo Road south <br />to 11th Court S.W. and 34th Avenue North Gifford <br />Road to 47th Street; with the understanding that <br />if condemnation is necessary, the County Attorney <br />will bring the matter back to the Board. <br />Joe Wiggins, President of the Oslo Community League <br />asked if the large holes in the road in the Oslo area could <br />be filled now while waiting for the petition paving to be <br />processed, and Administrator Wright advised that we must <br />acquire the right-of-way before we start maintaining private <br />roads. <br />Attorney Brandenburg felt the public has a right to <br />access those roads as they have been using them for a number <br />of years.
