JUL 18 1994 BOOK 5 7 FACE 751 <br />Attorney Brandenburg, speaking as a resident of the <br />area, informed the Board that this is such a small job that <br />it seems the majority of the cost of getting a contractor to <br />do this work results from his cost in having to mobilize his <br />forces to do it. The Attorney continued that Dickerson <br />presently is doing the subdivision right next door, Laurel <br />Court, and they would like to negotiate a price with him <br />while he has his forces available and mobilized. Attorney <br />Brandenburg further noted that the Commission has a blanket <br />asphalt contract with Dickerson, and he felt the asphalt <br />could be handled by issuing an order under that to do the <br />asphalt work; the curbing and grading could be done as a <br />separate matter. <br />Attorney Brandenburg continued to stress that this <br />project is so small that it is not susceptible to being <br />placed out for bid. In addition, to place it out for bid, <br />it would have to be engineered in-house with the engineering <br />department preparing specs, etc., and the time that is <br />required for the engineers to do this and draw plans would <br />be almost half the cost of the project. He reported that <br />what they have done instead is just drawn the cul de sac out <br />there where it is supposed to go and at what elevation and <br />had three contractors come out and give them bids. Attorney <br />Brandenburg noted that from the background, it is obvious <br />that the County and the ,residents along the street will get <br />a worse deal by going through the normal County bidding <br />procedure. The Florida Statutes do not require a county to <br />go through the bidding procedure, and our own bidding rules <br />have a provision that it is not necessary if there is a <br />situation where it is obvious the bid is not going to work. <br />Attorney Brandenburg, therefore, requested the Board's <br />permission to follow the procedure he suggested. <br />Commissioner Wodtke stated that he had thought we were <br />abandoning the road and then proceeding under our petition <br />r <br />
