MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, that the Board authorize the <br />transfer of funds to purchase four 1984 Ford LTDs, <br />and approve County procedures as noted in the <br />Sheriff's memo of 7/10/84. <br />Under discussion, Sheriff Dobeck explained that the <br />Indianapolis Plan is where an officer takes the car home at <br />night. He noted that the City of Vero Beach Police Dept. <br />turns their cars in every year whereas the Sheriff's Dept. <br />turns their cars in every three years. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />The Motion was voted on and carried <br />unanimously. <br />Chairman Scurlock thought the new format suggested by <br />Sheriff Dobeck will provide a quick and easy way to trace <br />the history and final disposition of property confiscated or <br />seized by the Sheriff's Dept. He requested that the report <br />be submitted directly to the Commission with a copy to Ed <br />Fry, Finance Director, etc. <br />Attorney Brandenburg suggested that the Commission <br />adopt a motion requesting the Sheriff to use the form and <br />another motion requesting the Sheriff to establish a budget <br />into which all surplus property proceeds would be placed, to <br />be used only after approval by the County Commission. This <br />is, basically, the procedure taking place today. <br />Attorney Brandenburg felt a lot of confusion arises in <br />these accounts when some of our established accounting <br />mechanisms fail to show a difference between evidence that <br />has been received and property that is to be forfeited. <br />During most arrests, the Sheriff's Dept. seizes all kinds of <br />evidence, but only after they have determined to prosecute <br />22 <br />JUL 2 5 1984 Bou 57 PACE 741 <br />
