Keating, AI <br />Planning & Development Director <br />C�� <br />FROM: Arthur Challacombe REFERENCES: Rec/Landscp. <br />Chief, Environmental Planning DIS:MISC1 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of August 1, 1984. <br />DESCRIPTION AND CONDITIONS: <br />In response to concerns from the development community, Plan- <br />ning staff has assessed the County's existing landscape ordi- <br />nance and has prepared a draft ordinance with several major <br />modifications. The draft ordinance is the result of research <br />prepared by staff and public input gathered from'two advertised <br />workshop meetings. On June 28, 1983, the Planning and Zoning <br />Commission recommended approval of the proposed ordinance. <br />ALTERNATIVES AND ANALYSIS: <br />The analysis prepared by staff was based upon the concerns <br />raised by the public. Most of these concerns focused upon the <br />interior tree requirements of the present ordinance'as well as <br />other landscape regulations. To evaluate the County's current <br />ordinance in relation to other jurisdictions, comparisons of at <br />least fifteen landscape ordinances from south and central <br />Florida were examined in the following areas: <br />1) interior tree and landscape requirements for parking areas <br />and non -vehicular open space; <br />2) perimeter tree and landscape requirements for abutting <br />properties and rights-of-way; <br />3) minimum tree height requirements; <br />4) existing hedge credit. <br />These selected ordinance requirements were then compiled in a <br />matrix for comparison and analysis. The analysis, combined <br />with input derived from the two workshops, has produced the <br />following proposed changes from the current landscape <br />ordinance: <br />1) a definition of non -vehicular open space; <br />2) maintenance regarding native plant landscape areas; <br />3) reduction of the minimum number of tree species required <br />on the barrier island; <br />4) changes in the specifications for required plant material <br />in terms of size and time allowed for required full <br />growth; <br />i <br />27 <br />
