-I <br />AUG 1 1994 BOOK 57 P�,,,F.86 <br />noted that there is a provision that this particular plant <br />can be increased in capacity another 100,000 gallons. <br />The question of easements then arose, and Director <br />Pinto emphasized that it is Mr. Lyon's responsibility to <br />obtain those easements and make them available. <br />Discussion continued at length with the Board <br />emphasizing the importance of consistency and of reserv- <br />ing capacity for those who are ready to go, and Chairman <br />Scurlock suggested the following requirements: <br />1) proximity and engineering reasonableness; <br />2) existing site plan and permits; <br />3) additional capacity available; <br />4) all improvements necessary to effect service to be borne <br />by applicant; and <br />5) ability to develop the property. <br />The Chairman believed that Mr. Lyon could not get site plan <br />approval because he does not have sufficient area to build <br />with a package plant, but Director Pinto noted that Mr. Lyon <br />could reduce the size of his project accordingly. <br />Chairman Scurlock then questioned how you would decide <br />between two properties that met all the requirements. <br />Utility Director Pinto felt it would be whoever made <br />application first and had a site plan as he believed the key <br />is that it must be closer to reality than just an applica- <br />tion and a dream. <br />Other -development in the area was brought up, and Mr. <br />Pinto believed that the Schlitt property has purchased a <br />commitment to the City of Vero Beach. Mecca Convalescent <br />Home and Oslo Square are looking at a site plan based on <br />construction of a treatment plant, but Mr. Pinto stated that <br />we are going to try very hard to find a system for them to <br />go into. <br />Commissioner Bird commented that the engineering report <br />indicated 18,000 gallons of capacity still available at <br />43 <br />
