If a policy decision is <br />needed, however, he felt that should be up to the <br />committees, and he suggested that a monthly status report be <br />submitted to the Commission. Commissioner Wodtke noted that <br />they have an appeal provision and Chairman Scurlock <br />suggested that this Commission sit as a policy committee. <br />The Commissioners agreed that Section IX, RIGHT OF <br />DECISIONS, should remain as is because the Board will be <br />making the final decision in any event. <br />Administrator Wright noted that this ordinance must be <br />coordinated with the other municipalities. While the City <br />of Vero Beach will not be building much more, the City of <br />Sebastian will. If the cities do not want to be a part of <br />this, then the traffic impact fee ordinance will not apply <br />to homes built in those cities. <br />MOTION WAS MADE by Commissioner Lyons, <br />SECONDED by Commissioner Bird, that the <br />Board approve the Agreement for Professional <br />Services with Barton-Aschman Associates, Inc. with <br />the changes as noted above, and authorize the <br />Chairman's signature. <br />Chairman Scurlock cautioned that we are reaching our <br />road capacities on the barrier island, and he felt that if <br />we do not have a vehicle in place soon, development will <br />come to a standstill. <br />15 <br />
