�-1 <br />Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter. <br />Frank Zorc, local realtor, questioned the priorities of <br />the proposed changes as listed in the newspaper. <br />Mr. Shearer advised that this is not a priority list by <br />any means. It is just a number of changes staff felt should <br />be made to the plan. <br />Public Works Director Jim Davis confirmed that the <br />Transportation Planning Committee sets the priorities. <br />Mr. Zorc noticed that the newspaper mentioned the <br />previous controversy re the northerly extension of Indian <br />River Boulevard and he felt the reason for that controversy <br />a few years back was that the primary reason for the <br />extension was to serve development in the area and not to <br />provide a U.S. #1 by-pass. He felt that the Commissioners <br />all realize that when developers need access to their <br />property, the road is paid for by those developers and the <br />right-of-way is donated. Mr. Zorc strongly believed that <br />policy should remain intact. <br />Lomax Gwathmey, President of The Civic Association, <br />read the following letter aloud: <br />August 7, 1984 <br />The Board of County Commissioners <br />Indian River County Florida <br />1845 25th Street <br />Vero Beach, FL 32960 <br />RE: Indian River Boulevard Extension Northward <br />Dear County Commissioners, <br />This Association would like to go on record as recognizing <br />the need for extending Indian River Boulevard northward to <br />facilitate future north -south traffic flow in parallel with <br />and connecting into U.S. 1 and for dual access to Indian <br />River Memorial Hospital. <br />However we would further state that we are unalterably <br />opposed to any compromises in design which might jeopardize <br />any and all land to the west by possible flooding. <br />28 <br />BOOK 57 Fm,E905 <br />
