Beach, Lake, & Riverfront Parks/Accesses - These parks are <br />designed to provide various user groups with access to - <br />water-based activities. Design orientation shall be toward <br />enjoyment and preservation of natural resources. <br />4. Marine Island Parks - This park type is created through <br />the MP Marine Park District of the Indian River County <br />Zoning Ordinance. As explained in the description of the <br />district, the purpose of establishing marine island parks are: <br />a) To conserve and preserve the physical features and <br />natural habitat in a pristine like condition of lands <br />and water resources that are either owned or controlled <br />by Indian River County. <br />b) To provide and maintain open space and recreational <br />areas. <br />c) To provide, maintain and protect environmental areas <br />for the preservation of the natural plant and wildlife <br />habitat found in areas owned or controlled by Indian <br />River County. <br />OPEN SPACE POLICIES: "A. <br />The value lies in its functions: as a definer of space; as <br />a buffer of uses; or as a visual amenity. Open space can meet <br />part of an area's needs by providing a place for people to <br />enjoy the outdoors in a natural setting. The following <br />policies will guide County efforts to retain open space in its <br />future development pattern. <br />1.
