the County Jail will provide routine sick call and <br />examination upon intake so that the jail population is not <br />contaminated by new inmates. The mini -jail in the booking <br />area will hold those people until it is determined that they <br />will be committed to the jail. <br />Summarizing, Mr. Pinkerton stated that the County Jail <br />has the basic medical provisions and he thought that the <br />County would have a physician who would be willing to come <br />in for minor, routine out-patient care. Frizzell Architects <br />is recommending that the County not provide in-patient care, <br />but it must be covered in some way such as an agreement with <br />hospital or some general policy statement. <br />County Administrator Wright reported that in discussing <br />this with the architects, the feeling was that a medical <br />facility should not be provided in the jail. <br />Ray Stroud, Principal Architect, presented the outline <br />specifications and isometric drawings of the facility. <br />Administrator. Wright advised that the County is trying <br />to do as much of the engineering inhouse as possible. <br />Hogar Schmitt presented the mechanical and engineering <br />drawings for the sprinkler, heating, ventilating and <br />electrical systems. <br />Commissioner Wodtke questioned the TV sets in the Day <br />Rooms, and Administrator Wright stated the TV sets would be <br />paid for out of the inmate commissary funds; no County tax <br />money would be used. <br />Mr. Pinkerton explained that you have to offer the <br />prisoners something or there is no other way to control them <br />except by brute force. This way, they can be penalized by <br />taking away their TV privileges. The TV helps keep the <br />prisoners quiet and out of trouble. <br />Attorney Brandenburg asked if the architects would <br />include a requirement in the specifications that the General <br />Contractor will submit a CPM (Critical Path Method, computer <br />46 <br />AUG 8 1984 BOQF 5)7 CwjF. 33 <br />
