there is a delay in processing our applications, we are using <br />this consultant to help out on the Treasure Coast Village project <br />while our regular staff works on Victory Park. <br />In order to keep Treasure Coast Village and the rehabilita- <br />tion projects moving forward, we need this man; and in a short <br />time when we really get involved with Victory Park, we will need <br />even more help. <br />With the reallocation of the above listed funds and with <br />your continued faith and assistance in our efforts, we will be <br />able to increase our services and activities for our County. <br />Sincerely, <br />D hne K,VtOckland <br />Chairman <br />OMB Director Barton summarized the information <br />contained in the above memo and letter, and stated that <br />approval of this budget amendment would not affect next <br />year's budget. He informed the Board that the Housing <br />Authority has the need to clean up some of the accounts on <br />their books and they are asking the Board to reallocate this <br />money so that they can continue to employ Guy Decker and <br />some of the people who have been on their books as temporary <br />employees. The bottom line in this situation is that the <br />Housing Authority cannot finish the fiscal year with the <br />present number of employees. He advised that Mr. Decker <br />was first hired as a consultant on the rehabilitation <br />program, but he is currently helping out on the Treasure <br />Coast Village and Victory Park projects while waiting for <br />the paperwork to come through on the rehabilitation project. <br />Commissioner Bird understood then that the Housing <br />Authority needs this money to finish Mr. Decker's employment <br />for this fiscal year and that this position is budgeted for <br />next year. <br />Chairman Scurlock wanted his position made very clear <br />that he did not want the proposed 6% salary increase for the <br />0 <br />BOOK 97 FACE 8- <br />
