AUG <br />8 <br />1984 <br />BOOK <br />5, 7 <br />Fd -UF <br />next fiscal year to be <br />applied to someone who has <br />been <br />reclassified, and that policy was to apply to all <br />departments. He pointed out that Ed Regan was reclassified <br />under the Cody Report. <br />Daphne K. Strickland, Chairman of the Indian River <br />County Housing Authority, felt there has been a lack of <br />communication between this Board and the Housing Board, and <br />she hoped that this will change in the next few months as <br />they plan to notify the Commission of their current projects <br />and their future plans. <br />ON MOTION by Commissioner Lyons, <br />SECONDED by Commissioner Wodtke, the Board <br />by a vote of 4-1, Chairman Scurlock dissenting, <br />approved the above budget amendment as recommended <br />by OMB Director Barton. <br />Chairman Scurlock did not feel that we had succeeded in <br />moving any people out of slum housing because he believed <br />that most of the low cost housing was occupied by middle <br />income families. He stressed that the money should go where <br />it is most needed. <br />Mrs. Strickland felt that the Housing Authority had <br />gained much experience through these two projects. The <br />Commissioners, however, felt that it was very expensive <br />experience. <br />Chairman Scurlock advised Mrs. Strickland that he would <br />support low-cost housing for low-income families, but he <br />would never support housing for middle-income families. <br />Commissioner Wodtke felt that we should consider the <br />possibility of low-cost housing being built by the private <br />sector to provide homes for low-income families and perhaps <br />even middle-income families who have a difficult time <br />(qualifying for mortgages. <br />9 <br />
