PROFESSIONAL SERVICES AGREEMENT — TRAFFIC IMPACT <br />FEE ORDINANCE <br />The Board reviewed the following memo dated 7/31/84: <br />TO: The Honorable Members of DATE: July 31, 1984 FILE: <br />the Board of County Commissioners <br />THROUGH: Michael Wright, <br />County Administrator <br />SUBJECT: Agreement for Professional Services - <br />Traffic Impact Fee Ordinance <br />FROM: James W. Davis, P. REFERENCES: Letter from Jerry T. Wentzel, P.E., <br />Public Works Director Barton - Aschman Associates, Inc. <br />DESCRIPTION AND CONDITIONS <br />During the April 4, 1984, regular meeting of the Board of County Commissioners, <br />staff was requested to negotiate an Agreement for Professional Services with <br />Barton-Aschman Associates (the firm selected as the first priority by the <br />selection committee) for the development of a Traffic Impact Fee Ordinance. <br />The County staff has had several meetings with the consultant to develope <br />the scope of work and tentative compensation. <br />In addition, the County Administrator has met with representatives from all <br />of the municipalities in the County to explain the proposed Traffic Impact <br />Fee concept and seek local municipal support and concurrance. <br />ALTERNATIVES AND ANALYSIS <br />The attached agreement contains a detailed scope of work which has been <br />prepared and scrutinized by many County Division heads and representatives <br />from various municipalities. The study phase will evaluate and model the <br />County's Thoroughfare Plan and road system to define existing deficiencies <br />and future adequacy. An analysis of the Hutchinson Island is included as <br />required by the Hutchinson Island Resource Plan recently adopted. These <br />studies, combined with Financial and Legal input, will serve as the <br />technical basis for development of an equitable impact fee structure. <br />To provide the Consultant with local guidance, staff recommends that the <br />following committees be designated to assist in the project: <br />a) Policy Committee - Transportation Planning Committee Voting Complement <br />This committee will act on Transportation policy <br />decisions such as level of service, right-of-way <br />planning, etc. <br />b) Technical Committee - Technical Complement of Transportation Planning <br />Committee <br />This committee will act on technical questions <br />which arise such as traffic generation rates, <br />intersection standards, etc. <br />10 <br />AUG 8 1984 <br />BOOK 57 FAGS 88 7 <br />
