AUG 8 1984 aooK 57 FacFSS8 <br />c) Local Relations Committee composed of the following recommended repre- <br />sentatives: <br />1) Representative from Treasure Coast Builders Association (local <br />building industry). <br />2) Local developer <br />3) Chamber of Commerce Representative <br />4) Local Board of Realtor Representative <br />5) Vero Beach Civic Association Representative <br />This committee will be developed to serve as a Community minded user group <br />which will be active beginning in the early stages of the Impact Fee devel- <br />opment to address concerns and become familiar with the policies established. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that: <br />1) the Professional Engineering Services Agreement between Barton - Aschman <br />Associates, Inc. and Indian River County be approved. <br />2) the Chairman be authorized to execute the subject agreement. <br />3) the establishment of the above committee be approved. <br />Public Works Director Jim Davis presented staff's <br />recommendation for approval of the agreement with Barton- <br />Aschman Associates, Inc. for the development of a Traffic <br />Impact Fee Ordinance. He recommended that three committees <br />be established to work with the Consultant and assist in the <br />development of the project. <br />Commissioner Wodtke suggested that instead of <br />specifying a representative from the Vero Beach Civic <br />Association to serve on the Local Relations Committee, we <br />should just appoint someone from the general public. <br />Chairman Scurlock asked how the $119,000 was to be <br />funded, and Administrator Wright advised that it is a <br />budgeted item and is federal revenue sharing. He explained <br />that $100,000 was budgeted last year and carried forward <br />this year where it was adjusted to $119,000. <br />The Commissioners expressed amazement over the high <br />fees designated under Section VI, ADDITIONAL WORK, and <br />Commissioner Wodtke vowed he would never approve any <br />additional work under those terms. <br />Administrator Wright explained that these rates are <br />salary times 2.5-2.8, which is the rate paid on every <br />11 <br />
