AUG 22 1984 BOOK 58 FA -JE 78 <br />conceptual plan of what could be done with the property and <br />stated that there is adequate land for buffering and park- <br />ing. He emphasized that he visualizes this for use as a <br />cultural center and not a picnic table operation or anything <br />of that type. He further pointed out that there is very <br />little oceanfront available in the South Beach and we have a <br />void in this area. This property is scheduled to be <br />auctioned, and federal guidelines say it must be sold at <br />appraised value, which is about 1.3 million. Mr. Barton <br />noted that this is a beautiful area, but it is not an area <br />of million dollar houses. He further noted that there are <br />liens on the property of about $600,000, and any sale by the <br />government would be subject to the liens. <br />Chairman Scurlock stated that he had received numerous <br />phone calls from concerned citizens opposing a public use of <br />this property, which is in a beautiful residential area. He <br />brought up the possibility of subdividing the property, but <br />Mr. Barton explained that it is only 135' wide and if you <br />subtract the 50' required for a road, there would not be <br />sufficient property to develop on. <br />Chairman Scurlock believed we have done a lot in <br />acquiring additional beach frontage, and his thought process <br />would be to acquire this property, sell it, and use those <br />monies to develop the lands we have already purchased. <br />OMB Director Barton noted that any deed from the <br />Department of Interior would restrict the land for public <br />use which would limit our ability to sell the property. He. <br />understood the residents' misgivings, but pointed out that <br />if this property is not sold at auction, it will just <br />continue to deteriorate and present a problem for the <br />neighborhood. <br />Commissioner Bird stated that he would favor the <br />purchase only if we could acquire this property and sell it; <br />42 <br />
