r � s <br />The low bid submitted by Pioneer Construction is an unqualified <br />bid by the omission of the Contractors Qualification Statement <br />from the Bid package. The Contractors Qualification Statement <br />was submitted to this Office on Friday, August 17th but did not <br />contain a Financial Statement of the Company. <br />The lowest qualified bid was from DiPrima Construction at <br />$153,379.00. The Bid package was complete. <br />The bids of both contractors, Pioneer Construction and DiPrima <br />were analysed and reviewed by this Office as well as the following <br />references: <br />1) Architects the Contractors have worked for. <br />2) Past Clients <br />3) Trade references <br />Pioneer Construction was incorporated in the State of Michigan <br />in 1962 and in the State of Florida'in 1983. In their earlier <br />jobs there were some problems with their lack of knowledge of <br />local Sub -Contractors and lack of familiarity with the procedures <br />of this area of Florida. The recommendations on their more <br />recent jobs were basically good comments with regard to their <br />administration, interpretation of documents but they were still <br />having some problems with the progress on the jobs because of <br />being relatively new to the area. There trade references <br />checked out well. <br />DiPrima Construction was incorporated in the State of Florida <br />in 1964. Their references were checked and everyone spoke <br />highly of their professionalism. Their trade references were <br />checked. Rinker Materials in Melbourne, Florida mentioned that <br />they have discounted their bills every month and was one of <br />the most respectable Contractors that they have done business <br />with. Senne Lumber Company of. Grant, Florida has been doing <br />business with them for some 12 years and they have always dis- <br />counted their bills. <br />Recommendations: In view of the requirements of the Bid Doc- <br />uments, Pioneer Constructions bid is an unqualified bid. It is <br />disqualified primarily because of the fact that they did not <br />submit a Contractors Qualification Statement with their Bid <br />package. When a Contractors Qualification Statement was pro- <br />vided, it did not contain a Financial Statement. <br />My recommendation is to accept the lowest qualified bid, that <br />being from DiPrima Construction in the amount of $153,379.00 <br />It is noted, however, that the County has the right to waive <br />irregularities in the Bids. It is not our recommendation that <br />this be done since the instructions in the Bid Documents were <br />clear and if their interpretation of those documents was not <br />clear, I somewhat question their interpretation of the Construction <br />Documents. However, should the County waive the irregularities <br />and accept them as low bid, the decission would be accepted. <br />Contract #2, which was the contract for the Interior Design <br />Package, there were two (2) bids submitted. After reviewing <br />all the Bid Documents and references, it is recommended that <br />the County accept the low -bid of Rebecca Starr Designs in the <br />amount of $66,519.33. <br />Contract #3, there was one (1),bid submitted by Audiohouse, <br />Inc. in the amount of $18,499.31. Their Bid package was in <br />order and all references checked out well and because of the <br />uniqueness of this type of contract, we would recommend the <br />acceptance of this contract as Bid. <br />AUG 2 2 1984 <br />ctfully submit ed, <br />John W.
