A map of the I-95 and S.R. 60 commercial node has been prepared <br />to show the proposed outer limit boundaries of the node <br />(including 600 acres) and the flexible boundaries of the node <br />(including 300 acres). This map is included as attachment #3 <br />and is the same map that was presented at the node workshops <br />and the same map that has been used to evaluate other requests <br />to be included in the I-95 and S.R. 60 node. The subject <br />property is not included within the flexible boundary nor <br />within the outer limit boundary of the node. <br />Since the I-95 and S.R.60 node was enlarged from 230 acres to <br />300 acres last Spring, the County has rezoned 40.89 acres west <br />of 98th Avenue (southeast of the subject property) to M-1, <br />Restricted Industrial District, and has included an additional <br />50.58. acres of land (located east of the subject property) in <br />the node. Presently, 120 acres of land west of 98th Avenue <br />are included in the node (including 91.47 acres of undeveloped <br />land), and another 100 acres of existing commercial and <br />industrial uses to the east of 98th Avenue are included in the <br />node. The necessary infill property to connect these proper- <br />ties includes an additional 80 acres. Based on the location of <br />the existing commercial and industrial uses, the undeveloped <br />land that has been included in the node, and the necessary <br />infill land, there are not 15.4 acres of land left in this node <br />that can be allocated to the subject property. <br />Transportation System <br />The subject property has direct access to 100th Avenue <br />(classified as a local street on the Thoroughfare Plan). <br />Developing the subject property for warehouses or as an <br />industrial park would attract 1,490 Average Annual Daily Trips <br />(AADT). Developing the subject property for retail uses could <br />attract up to 5,082 AADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water and wastewater facilities are not available for <br />the subject property. <br />RECOMMENDATION <br />Based on the preceding analysis, including the Planning and <br />Zoning recommendation, the existing and committed commercial <br />and industrial land use configuration, the fact that there is <br />insufficient allocation remaining to include the subject <br />property in the node, and the fact that the subject property is <br />outside of the proposed outer limit boundary of the node, staff <br />recommends that this rezoning request be denied. <br />39 <br />SEP 5 1984 POOK � FADE 145 <br />
