decreased to reflect additions or reductions in the availability of FEMA EMPG funds to the Division <br />and the Division's distribution of funds to local governments After providing for the initial allocation <br />and the base amount allocation as described above, each county's increase or decrease shall be <br />commensurate with its proportionate share of the state's total population based on the most recent <br />official population estimates Federal funds shall be used by the county for personnel, travel and <br />operational expenses Each county must be able to provide a non-federal match for federal funds on <br />a dollar for dollar basis <br />The Staffing Detail and Exercise Detail Form (Form 3) are due every quarter with your quarterly financial <br />report (for EMPG funded employees only) This is to identify all EMPG funded employees, the completion <br />of required training (or working towards completion) and the required amount of exercises during the <br />agreement period <br />Eligible "Organization" items include, but are not limited to <br />• Utility (electric, water and sewage) and Telephone Bills (landlines, cellular, and satellite) <br />• Internet Service <br />• Maintenance Agreements for equipment or services (reimbursement can only be claimed for services <br />within the Agreement period) <br />• General Office Supplies <br />• Travel to/from meetings and conferences related to emergency management <br />• Travel to training and/or exercises related to emergency management <br />• Dues and Conference Travel as it relates to the Scope of Work <br />• Equipment (that does not require an AEL #) <br />• Software and upgrades <br />• Publications and Training Materials <br />• Postage <br />• Apparel for identification of Emergency Management Staff in the field <br />• Fuel for Emergency Management vehicles <br />• Food/Beverages for activations (must have Governor's Executive Order or a declared Local State of <br />Emergency or prior approval from DEM/DFS) <br />• Other Personal/Contractual Services <br />• Reimbursement for services by a person(s) who is not a regular or full time employee filling <br />established positions This includes but is not limited to, temporary employees, student or <br />graduate assistants, fellowships, part time academic employment, board members, consultants, <br />and other services. <br />• Consultant Services require a pre -approved Contract or purchase order by the Division Copies <br />of additional quotes should also be supplied when requesting pre -approval These requests <br />should be sent to the Contract Manager for the Division for review <br />• Fixed Capital Outlay <br />• Major repairs to the County Emergency Operations Center <br />• Central Heat/Air <br />• Out buildings for storage of Emergency Management Equipment (Need prior EHP approval) <br />• Security Improvements (i e. Cameras and equipment to operate) <br />• Generators and Installation (Need prior EHP approval) <br />B.
