addition, counties will be responsible for obtaining and maintaining all necessary certifications and <br />licenses for the requested equipment. <br />The select allowable equipment includes equipment from the following AEL categories <br />• Information Technology (Category 4) <br />• Cyber -Security Enhancement Equipment (Category 5) <br />• Interoperable Communications Equipment (Category 6) <br />• Detection Equipment (Category 7) <br />• Power Equipment (Category 10) <br />• Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Reference Materials (Category <br />11) <br />• CBRNE Incident Response Vehicles (Category 12) <br />• Physical Security Enhancement Equipment (Category 14) <br />• CBRNE Logistical Support Equipment (Category 19) <br />• Other Authorized Equipment (Category 21) <br />In addition, general purpose vehicles (such as sports utility vehicles) are allowed to be procured in order <br />to carry out the responsibilities of the EMPG Program Written approval from the Director of the Division <br />must be obtained prior to the purchase of any motor vehicle with funds provided under this Agreement. In <br />the absence of such approval, the Division has no obligation to honor such reimbursement request. Any <br />trade-in or resale funds received relating to any vehicle purchased under this subgrant is program income <br />and must be applied toward the Recipient's Emergency Management Performance Grant (EMPG) Base <br />Grant expenditures If State agencies and/or local governments have questions concerning the eligibility <br />of equipment not specifically addressed in the AEL, they should contact their contract manager who will <br />coordinate with the FEMA Regional Program Analyst for clarification <br />II. Management and Administration (M&A) <br />M&A is a function of the "Categories and Eligible Activities" (A-E) above These activities are defined as <br />directly relating to the management and administration of EMPG Program funds, such as financial <br />management and monitoring It should be noted that salaries of State and local emergency managers are <br />not typically categorized as M&A, unless the State or local EMA chooses to assign personnel to specific <br />M&A activities <br />III. Environmental and Historic Preservation (EHP) <br />Recipients must comply with all applicable EHP laws, regulations, and Executive Orders (EOs) in order to <br />request FY 2015 EMPG Program grant funds Any project with the potential to impact natural resources <br />or historic properties cannot be initiated until FEMA has completed the required FEMA EHP review <br />Recipients that implement projects prior to receiving EHP approval from FEMA risk de -obligation of funds. <br />For these types of projects, Recipients must complete the FEMA EHP Screening Form (OMB Number <br />1660-0115/FEMA Form 024-0-01) and submit it, with all supporting documentation to their Contract <br />Manager Recipients should submit the FEMA EHP Screening Form for each project as soon as possible <br />upon receiving their grant award The Screening Form must be submitted prior to funds being expended <br />Refer to IBs 329, 345, and 356 <br />EHP Policy Guidance can be found in FP 108-023-1, Environmental Planning and Historic Preservation <br />Policy Guidance, at http.//www fema.gov/media-library/assets/documents/85376 <br />21 <br />
