In analyzing this request, the staff did a survey to determine <br />how much land in the 70 acre node is being utilized for <br />hospital or commercial uses, how much land should be allocated <br />in the core of the node (including the four corners of the <br />Roseland Road and U.S.1 intersection), and how much infill land <br />would-be required to connect the existing uses with the core of <br />the node. Presently, the node includes the following: <br />Humana Hospital - 25.08 acres <br />Existing Commercial Uses - 13.32 acres <br />Core area southeast of Roseland Road <br />and U.S.1 - 4.0 acres <br />Necessary infill land - 8.18 acres <br />Williamson Rezoning Request 4.7 acres <br />Total 55.28 acres <br />Based on this analysis, the node has 14.72 acres (70 acres less <br />55.28 acres) of land remaining which could be allocated to the <br />southwest corner of Roseland Road and U.S.1 and include the <br />subject property. <br />Transportation System <br />The subject property has direct access to Roseland Road <br />(classified as a'primary collector street on the Thoroughfare <br />Plan). However, the larger 14.8 acre parcel of land, of which <br />the subject property is a part, has access to Roseland Road and <br />U.S.1 (classified as an arterial street). Commercial <br />development of -the 14.8 acre parcel would attract approximately <br />6,658 -average annual daily trips (AADT). <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />The subject property is not.served by County water nor <br />wastewater facilities. <br />RECOMMENDATION <br />Based.on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Richard Shearer, Chief of Long -Range Planning, <br />presented staff's.recommendation for approval of the <br />rezoning request by Watkins Associated Developers. <br />Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter.
