SEP 12 1984 BOOK 58 FvE?5 <br />DESCRIPTION & CONDITIONS <br />Indian River County is initiating a request to amend the text <br />of the Land Use Element of the Comprehensive Plan providing for <br />establishing boundaries for each of the commercial, commercial/ <br />industrial, industrial, tourist/commercial, and hospital/ <br />commercial nodes as designated on the Land Use Map and described <br />in the text of the Land Use Element of the Comprehensive Plan. <br />On August 15, 1984, the Board instructed the Planning Department <br />to prepare a proposal to amend the Comprehensive Plan to <br />establish boundaries for each of the nodes. <br />ALTERNATIVES & ANALYSIS <br />Staff has reviewed the Comprehensive Plan policies for regulat- <br />ing nodal development and has prepared a proposed amendment to <br />the Land Use Element of the -Plan which would delete references <br />to flexibility in node boundaries and establish the general <br />procedures for establishing firm boundaries for each of the <br />nodes. The proposed amendment also describes the general <br />procedure for administratively rezoning the nodes and surround- <br />ing areas after the boundaries are adopted. <br />RECOMMENDATION <br />Based on the above analysis, staff recommends approval. <br />Planner Richard Shearer presented staff's <br />recommendation to amend the text of the Land Use Element of <br />the Comprehensive Plan providing for node boundaries. <br />Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter. <br />Nancy Offutt, Legislative Liason for the Vero Beach - <br />Indian River County Board of Realtors, thanked the <br />Commission once again for being responsive to the need for <br />definition of the nodal areas. She emphasized that The <br />Board of Realtors favor a quarterly review of the <br />Comprehensive Land Use Plan, which they feel would not only <br />lessen the case load for staff but provide a more reasonable <br />time element for an applicant. Based on the requirements <br />for an impact analysis and study as well as the expense of <br />the filing fee, it does not seem there would be frivolous <br />requests for review of the land use plan. The Realtors <br />feel that the invitation to light, clean industry is almost <br />thwarted by making an applicant wait until every January for <br />23 <br />M <br />
