a land use review and believe that providing more frequent <br />application times for a comp plan amendment would allow <br />greater flexibility and be a very good marriage partner for <br />the establishment of the nodes. <br />Chairman Scurlock thought that twice a year would be <br />appropriate, because with a quarterly review we might as <br />well allow people to apply at any time during the year. <br />Commissioner Lyons concurred. He believed we now are <br />just solidifying our Plan by doing some house cleaning <br />chores and it was his feeling that the Plan actually was <br />supposed to have given us some stability. -Otherwise, he <br />felt we might as well throw away the plan and just say we <br />are going to redesignate everything every 3-6 months, which <br />he did not think was our intent. <br />Robert Keating, Director of Planning & Development, <br />stated that was exactly their point -- the plan was supposed <br />to be a long-range document, not one that was so inflexible <br />that it cannot respond to changing conditions, but not one <br />that is as readily changeable as.the zoning code. Staff <br />recommends that a review be done only once a year. <br />Mr. Shearer explained that this year was the first year <br />that we have initiated the changes in January. There were a <br />few applications which came in late and incomplete and these <br />were heard from April through June. The County -initiated <br />requests were heard in July and August and those were <br />house-cleaning items which needed to be done. Mr. Shearer <br />believed that the present review of once a year was <br />sufficient. He noted that Collier County had wanted to go <br />to reviewing amendments every two years, but State statutes <br />forbid that. <br />Commissioner Lyons pointed out that right now we <br />actually are on a quarterly review system since it will be <br />opened up again in January. <br />24 <br />SEP 12 41954 BooK 58 rAGE258 <br />J <br />
