Attorney Brandenburg presented the minutes of the <br />meeting of June 6, 1984: <br />Chairman Scurlock stated that it was his understanding <br />then that Commissioner Wodtke would not have any opposition <br />to a motion that would authorize the recommended funding <br />formula for the first phase and authorize us to communicate <br />to the appropriate agencies that this is on coo with the <br />county without a referendum, but with us requiring from the <br />city a non-discriminatory use of the beach and holding the <br />possibility of going to the people on the 2nd, 3rd, 4th <br />phases, etc., as an open question that we would resolve at <br />that time. <br />Commissioner Wodtke pointed out that the state would <br />require that the beach be open to the public in general. He <br />discussed having forums to explain this to the public, and <br />noted that the City still will have to.determine how they <br />will raise their monies. <br />Chairman Scurlock noted that Councilman Gregg aid <br />indicate some interest in looking into some special benefit <br />assessment. <br />MOTION WAS MADE by Commissioner Wodtke, <br />SECONDED by Commissioner Bird, -to approve the <br />recommendation of the Beach Restoration and <br />Preservation Committee for a split of 60% from <br />the County and 40% from the City of Vero Beach <br />for the local share of the proposed beach <br />restoration project; to notify our representa- <br />tives in Washington that we are continuing <br />endorsement of the project and it will be com- <br />pleted and it is not subject to a referendum; and <br />it is with the assurance that the sponsor is not <br />46 <br />SEP 12 1984 Boor F"i Gr'`o <br />
