SEP 12 9954 <br />BOOK 58 PnF 2'J1 <br />3 <br />obligated and has the option at any future date <br />to discontinue the program after the initial <br />project, with the understanding that the beaches <br />will be available to the city and county residents <br />on a non-discriminatory basis. <br />Commissioner Wodtke noted that we could have a <br />referendum to spend gasoline tax dollars to improve the road <br />in front of Frank Zorc's house or business, but this <br />Commission is elected to make decisions, not to go to <br />referendum on every little item that comes up. He recalled <br />that we had a straw ballot a few years ago and the people of <br />this County responded that they were in favor of spending <br />dollars for recreational needs and facilities. Commissioner <br />Wodtke stated he is trying to determine whether we are <br />trying to say that we are going to kill this project. It is <br />very evident that Mr. Zorc and others have been totally <br />opposed to the project from the very beginning and he <br />wondered if we are going to let an individual or one group <br />come in and put an end to the project. In fact, <br />Commissioner Wodtke thought there are a lot of issues that <br />must be considered, including the Sebastian project and the <br />ultimate results of what is going to happen to the beaches. <br />For the last 7-8 years we have had public hearing after <br />public hearing on the issue; we are going to have other <br />opportunities for the people to be heard; and he believed it <br />is the Board's responsibility to face these issues as the <br />City Council does, and make these decisions. <br />Chairman Scurlock did not have a problem with that as <br />he has been told consistently, as a County Commissioner and <br />47 <br />
