as a City Councilman, that unless we continued step by step, <br />we can't keep things in the hopper, but he still thought <br />that does not give us an overall total commitment to the <br />long-range project. When the results of the study are in, <br />we will have to make the decision of what dollar figure will <br />be applied to the 60/40% split, and at that time he thought <br />that a decision must be made by the City and the County on <br />whether or not we can afford it, and how we will afford it. <br />Commissioner Bird understood that the engineering study <br />was going to be completed as part of the $171,000, and then <br />when that study was done and more accurate costs were <br />supplied, we then could determine what the County's share <br />would be, and at that point, make the hard and final <br />decision as to whether or not we were going to spend those <br />funds locally to continue with the project. If we don't, <br />then obviously the project will die because the federal <br />government is not going to do it for us. <br />Chairman Scurlock noted that it is possible the -Corps <br />of Engineers might exhaust the funds specifically approved <br />for beach renourishment studies. <br />Commissioner Bird felt that the public might react <br />negatively to this issue on a straw ballot without having <br />more detailed information. <br />Chairman Scurlock asked Frank Zorc if he would be <br />satisfied with making a decision to hold a straw ballot <br />after the figures are received, and Mr. Zorc thought that <br />the results from a straw ballot in November would be <br />helpful, but perhaps there should be a decision made to have <br />a referendum after the study is done and the figures are in. <br />Vero Beach City Councilman Gary Parris reported that <br />the City had voted 4-1 endorsing the program with the <br />understanding that we would have a funding program with the <br />County and that we would go ahead with the program and have <br />an opportunity to see how it works.
