VF -596-000-679-003 <br />CSFA No. and Title . 55.009 Small County Outreach <br />Program (SCOP) and Rural Areas of Opportunity (RAO) <br />STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION <br />SMALL COUNTY OUTREACH PROGRAM AGREEMENT <br />(Project Administered by County) <br />This Small County Outreach Program Agreement (this "Agreement") is entered <br />into this 14-}'*" day of _Apr) I , 20 between the State Of Florida, Department <br />Of Transportation ("Department") and INDIAN RIVER COUNTY, ("Recipient"). The <br />Department and the Recipient are sometimes referred to in this Agreement as a "Party"' <br />and collectively as the "Parties". <br />RECITALS <br />A. The Department is authorized under Section 334.044 (7), Florida Statutes, and Section <br />339.2818, Florida Statutes to enter into this Agreement. <br />B. WHEREAS, the Small County Outreach Program ("SCOP") has been created within the <br />Department pursuant to Section 339.2818, Florida Statutes, to provide funds to counties <br />to assist small counties in resurfacing or reconstructing county roads or in constructing <br />capacity or safety improvements to county roads and also to municipalities within rural <br />areas of critical concern (rural area of opportunity ("RAO")) with projects, excluding <br />capacity improvement projects. <br />C. The Department has determined that the transportation project described in Exhibit "A" <br />attached and incorporated in this Agreement ("Project"), is necessary to facilitate'the <br />economic development and growth of the State and the Department is authorized by <br />Section 339.2821, Florida Statutes, to approve and expenditure to the Recipient for the <br />direct cost of the Project. <br />D. Exhibits A, B, C, D, and E are attached hereto and incorporated by reference into this <br />Agreement. <br />E. The Recipient is authorized to enter into this Agreement by the resolution attached and <br />made part of this Agreement as Exhibit E. <br />
