SEP 19 1984 <br />BOOK 58 .{;F 354 <br />The Board reviewed the following memo dated 9/6/84: <br />TO: The Honorable Members DATE: September 6, 1984FILE: <br />of the Board of <br />County Commissioners <br />DIVISION HEAD CONCURRENCE: <br />SUBJECT: <br />.,n <br />Robert M.-Keatingl,1�Gt4AIg <br />Planning & Development Director <br />COUNTY INITIATED REQUEST <br />TO REZONE 149.98 ACRES <br />FROM R-lA, SINGLE-FAMILY <br />DISTRICT, B-1, PLANNED <br />BUSINESS DISTRICT, AND <br />C-lA, RESTRICTED COMMER- <br />CIAL DISTRICT, TO MED, <br />MEDICAL DISTRICT <br />FROM: Richard Shearer, AICP REFERENCES:zc-077 P&Z <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 19,.1984. <br />DESCRIPTION & CONDITIONS <br />Indian River County is initiating a request to rezone 149.98 <br />acres of land located east of U.S. Highway #1 on both sides of <br />37th Street (Barber Avenue) from R-lA, Single -Family District <br />(up to 4.3 units/acre), B-1, Planned Business District, and <br />C-lA, Restricted Commercial District, to MED, Medical District. <br />This request was initiated to establish a consistent zoning <br />pattern for this area and to provide an appropriate zoning <br />district for the area around Indian River Memorial Hospital. <br />On August 9, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential.impacts on the transportation and <br />utility systems, and any significant adverse impacts on en- <br />vironmental quality. <br />Existing Land Use Pattern <br />The subject property includes Indian River Memorial Hospital, <br />the Medical Arts Center, the Neurological Associates building, <br />the North River Center professional office building, the Vero <br />Beach Care Center (a nursing home), the Indian River Village (a <br />nursing home under construction), the Indian River Medical <br />Center, citrus groves, and undeveloped land. North of the <br />subject property are citrus groves that are zoned R-lA. East <br />of the subject property is undeveloped land which is zoned <br />R-lA. Further east is the Indian River. South of the subject <br />property is a citrus grove, a retirement center, a golf course <br />and undeveloped land. Further south are single-family subdi- <br />visions. West of the subject property are undeveloped land and <br />single-family residences which are zoned C-lA and R-2, Multi- <br />ple -Family District (up to 15 units/acre). <br />32 <br />
