Future Land Use Pattern <br />The Comprehensive Plan generally designates the north and west <br />parts of the subject property as MD -1, Medium -Density Residen- <br />tial 1 (up to 8 units/acre), and the south and east parts of <br />the subject property (including the hospital) as LD -1, <br />Low -Density Residential 1 (up to 3 units/acre). However, the <br />Plan also designates.a 130 acre hospital/commercial node north <br />of the hospital, along 37th Street. This 130 acre node does <br />not include the hospital's property. <br />The Comprehensive Plan describes hospital/commercial nodes as: <br />The hospital commercial node is a concept which permits <br />the flexibility to promote a wide variety of uses which <br />support or are accessory to a major medical facility. <br />Selective uses within residential, institutional and <br />commercial zoning districts may be permitted. In effect, <br />the node would encompass a Commercial/Residential/Insti- <br />tutional mix with selective uses being permitted, which <br />are outlined in the County's land development ordinances. <br />The MED District was created specifically to be used with the <br />hospital/commercial nodes. The purpose of the MED District is <br />described as follows: <br />The MED, Medical District is intended to implement the <br />Comprehensive Plan policies for managing the development <br />of the major portions of lands designated as part of a <br />hospital/commercial node, to provide a variety of uses <br />which support a major medical facility, and to protect <br />such major medical facility from encroachment by land <br />uses which may have an adverse effect on the operation <br />and potential expansion of the facility. Land uses that <br />could cause an adverse effect would generally include <br />those uses that are likely to be objectionable to neigh- <br />boring properties because of noise, vibration, odors, <br />smoke, amount o= traffic attracted or generated, or other <br />physical manifestations. <br />Based on the stated Purpose of the hospital/ commercial nodes <br />and the purpose of the MED District, the MED District is the <br />most appropriate zoning district for the hospital and the land <br />adjacent to it. This rezoning request includes the hospital's <br />75.45 acres of land and 74.53 acres of land adjacent to the <br />hospital. Rezoning :his adjacent property to MED would leave <br />55.47 acres (130 - 4.53) of the node unallocated. <br />Transportation Svstp- <br />The subject property has direct access to 37th Street (clas- <br />sified as a secondar: collector street on the Thoroughfare <br />Plan). Rezoning the subject property could attract an addi- <br />tional 9,823 average annual daily trips (AADT). However, the <br />existing zoning alicws for future development that could <br />attract an additions-_ 7,069 AADT. <br />Environment <br />The subject proper:_ is not designated as environmentally <br />sensitive. However, the eastern half of the subject property <br />is in a flood -prone area. The eastern one-third of the subject <br />property is in an Zone which includes areas within the <br />100 -year flood pla_. The base flood elevation for this area <br />is "5".
