Keating, VICP <br />Planning & Development Director <br />?_7 <br />Richard Shearer, AICP REFERENCES: RICH Rezoning <br />FROM: Chief, Long -Range Planni RICH <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 19, 1984. <br />DESCRIPTION & CONDITIONS <br />Michael O'Haire acting as agent for Martin Gregory and Richard <br />Wiggins, trustees, is requesting to rezone 10 acres located <br />north of 37th Street and one mile east of U.S. Highway 1 from <br />R-lA, Single -Family District (up to 4.3 units/acre), to MED, <br />Medical District. <br />The owners intend to develop this property for a life care <br />center and related uses. <br />F <br />On August 9, 1984, the Planning and Zoning Commission voted <br />3 -to -1 to recommend approval of this request. <br />This rezoning request originally included 40 acres. At the <br />public hearing before the Planning and Zoning Commission, the <br />applicant agreed to reduce the request to 10 acres until an <br />environmental survey could be completed for the remaining 30 <br />acres. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on en- <br />vironmental quality. <br />Existing Land Use Pattern <br />The subject property and the land north and east of it are <br />undeveloped. South of the subject property is the Indian River <br />Medical Center and undeveloped land zoned B-1, Planned Business <br />District. West of the subject property are citrus groves. <br />Future Land Use Pattern <br />The Comprehensive Plan generally designates the subject proper- <br />ty as MD -1, Medium -Density Residential 1 (up to 8 units/acre). <br />In addition, the Plan also designates a 130 acre hospi- <br />tal/commercial node north of Indian River Memorial Hospital <br />along 37th Street.
