For this <br />reason, it seems logical to include the subject property in the <br />hospital/commercial node and to rezone it to MED. <br />Transportation System <br />The subject property has direct access to 37th Street (clas- <br />sified as a secondary collector on the Thoroughfare Plan). <br />Rezoning the subject property could attract an additional 2,240 <br />average annual daily trips (AADT). <br />Environment <br />The subject property is not designated as environmentally <br />sensitive. However, the subject property is in an A9 flood <br />zone (elevation 5). The A-9 zone includes areas within the 100 <br />year flood plain. <br />Utilities <br />County water is available for the subject property. City <br />wastewater facilities might be available to the subject proper- <br />ty on a temporary basis. The City and County have agreed to <br />transfer 100,000 gallons of wastewater treatment allocation <br />from the south county to the hospital/commercial node. Future <br />developments may apply for this allocation with the understand- <br />ing that it is temporary. The County has tentative plans to <br />provide wastewater facilities for this area in the future but <br />it will probably be at least two -to -five years before service <br />is available. <br />RECOMMENDATION <br />Based on the above analysis, staff recommends that the subject <br />property (including 10 acres), be rezoned to MED, Medical <br />District. <br />Planner Richard Shearer presented staff's <br />recommendation and explained that originally the request was <br />for 40 acres and reduced to 10 acres when it was found that <br />a certain portion of this land is designated as <br />environmentally sensitive on the Comp Plan. The remaining <br />thirty acres will be considered after the findings are <br />received from a environmental/ecological reconnaissance <br />survey being done by Mangrove Systems. <br />Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter. <br />Michael O'Haire, attorney representing owners Martin A. <br />Gregory and Richard B. Wiggins, stated that this request <br />involves acreage which is actually part of a 250 -acre tract <br />and they have requested that the remaining 30 acres (those <br />designated environmentally sensitive) be tabled until the <br />line of demarcation is determined. <br />44 <br />
