i <br />on behalf of the property owners in Vista Royale. While he <br />thought they have a right to object personally, he did not <br />think they have a right to appeal the P & Z decision in the <br />name of the association without first holding a meeting. <br />Mr. Perosa felt that the majority of the residents are in <br />favor of the site. He would like to see the development <br />have access to the Vista Royale property so that 3000 <br />residents could access the retail center without having to <br />go out on U.S. #1. <br />Frank Zorc, local realtor, explained that he has many <br />friends living in Vista Royale and is concerned about the <br />far reaching impact of the decision in this matter. The <br />land is undoubtedly designated as residential. He recalled <br />that when the master plan was adopted, all owners were <br />invited to come in and speak. Many land designations were <br />changed along U.S. #1 and many people were unhappy and <br />appealed, but he does not remember that any changes were <br />granted. He did not think the issue was whether the site <br />plan was good or bad, but rather whether a precedent would <br />be set on grandfathered commercial uses. He asked the Board <br />to consider an example of a fruit stand being grandfathered <br />in and later being allowed to expand or engage in a totally <br />different type of commercial. <br />John Koch, resident of Vista Royale, expressed great <br />concern over the issue of safety in this area as they have <br />had many serious accidents. He urged the Board, before <br />taking any further action, to take a look at the north <br />entrance of Vista Royale. Mr. Koch reminded the <br />Commissioners that they were elected by the majority of the <br />people in the County and their decisions should benefit the <br />majority of the people in the County.
