SEP 19, 1994 <br />BOOK 58 FA;E 3.98 <br />Hutchinson Island Resource Management Plan and that no further <br />action is necessary; finding that one or more local governments <br />in the study area have not taken sufficient action to implement <br />the plan and recommending that those local governments be <br />designated as areas of critical state concern; or finding that <br />insufficient implementing actions have been taken by local <br />governments in the study area and recommending that the entire <br />study area be designated as an area of critical state concern. <br />A copy of the County's submission to the state detailing <br />implementation activities relating to each of the plan's <br />policies is attached. Because of the high degree of County <br />compliance and the favorable review by the state, it is likely <br />that the Department of Community Affairs staff will recommend <br />that the committee find the County's actions sufficient. <br />Despite the state recommendation, the committee will at its <br />September 27, 1984 meeting, consider the adequacy of Indian <br />River County's implementing actions as well as the implementing <br />actions of other local governments in the study area. The <br />County staff will present any information and respond to any <br />questions concerning its implementation activities at the <br />September 27, 1984 meeting. At this time, the staff would <br />request further direction from the Board of County Commission- <br />ers. <br />RECOMMENDATION: <br />The staff requests further direction from the Board of County <br />Commissioners on action to be taken at the September 27, 1984 <br />meeting of the Hutchinson Island Resource Planning & Management <br />Committee. <br />Planning & Development Director Robert Keating <br />explained that since the Hutchinson Island Resource Plan was <br />adopted last October, each local government in the area was <br />to undertake certain actions to implement the policies of <br />the HIRMP. It was understood that the Department of <br />Community Affairs would evaluate the progress made by the <br />local governments in the area in August or September of <br />1984. These evaluations will determine whether or not the <br />Dept. of Community Affairs will recommend to the Governor <br />and the Cabinet that sufficient action is being taken by the <br />governments in this area or whether the State should take <br />more drastic action such as designating the whole study area <br />as an area of critical concern. <br />75 <br />
