Keating, AICP4EFERENCES: Update/Hutchinson <br />Planning & Development Director DIS:RMK <br />It is recommended that the data herein presented be given <br />formal consideration by the Board of County Commissionersat <br />their regular meeting of September 19, 1984. <br />DESCRIPTION AND CONDITIONS: <br />On October 6, 1983, the Hutchinson Island Resource Management <br />Committee formally adopted the Hutchinson Island Resource <br />Planning and Management Plan. The Governor and Cabinet, <br />sitting as the Administration Commission, took similar action <br />On November 29, 1983, adopting the plan by resolution. Subse- <br />quent to adoption of the plan by the Administration Commission, <br />the plan became effective in the three county study area. <br />As part of the joint resolution of the Governor and Cabinet <br />adopting the Hutchinson Island Plan, it was noted that the <br />Department of Community Affairs would monitor the actions taken <br />by state agencies and local governments towards implementing <br />the plan during the initial nine month period and report to the <br />Cabinet in August, 1984 on their progress. Since that initial <br />nine month period has ended, the Department of Community <br />Affairs has requested information from local governments in the <br />study area as to actions- taken to implement the adopted <br />Hutchinson Island Resource Management Plan. <br />Like the other local governments in the study area, Indian <br />River County has been requested to provide the Department of <br />Community Affairs with a statement of actions taken to imple- <br />ment the plan along with appropriate supporting documentation. <br />As requested by the state, the County prepared its implementa- <br />tion statement in matrix form and submitted it to Tallahassee. <br />Subsequent to that submittal, County staff met with staff from <br />the Department of Community Affairs to discuss the County's <br />success in implementing the approved plan. At that time, the <br />state informally informed the County staff that it appeared <br />that the County had performed adequately in implementing the <br />policies of the plan. <br />ALTERNATIVES AND ANALYSIS: <br />Now that the Department of Community Affairs staff has reviewed <br />the implementation activities of the local governments, it is <br />the state staff's responsibility to prepare a written assess- <br />ment for the Hutchinson Island Resource Planning and Management <br />Committee. The state must also prepare a recommendation for <br />the committee in relation to action to be taken at the commit- <br />tee meeting scheduled for September 27, 1984. The alternatives <br />available to the committee include: finding that all local <br />governments in the study area have adequately implemented the <br />74 <br />SEP 19 1984 BOOK58 FACE' <br />
