ICP <br />Planning & Development Director <br />FROM: Richard Shearer, AICP REFERENCES: Russell/ZC-086 <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 26,'1984. <br />DESCRIPTION & CONDITIONS <br />Virginia Russell, the owner, is requesting to rezone 9.5 acres <br />located on the north side of 37th Street (Barber Avenue) and <br />one-quarter mile east of U.S. Highway 1, from R-2, Multiple - <br />Family District (up to 15 units/acre), to MED, Medical District. <br />The applicant intends to develop this property for a rehabili- <br />tation hospital. <br />On August 23, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the <br />application will be presented. The <br />description of the current and futur <br />surrounding areas, potential impacts <br />utility systems, and any significant <br />environmental quality. <br />Existing Land Use Pattern <br />reasonableness of the <br />analysis will include a <br />e land uses of the site and <br />on the transportation and <br />adverse impacts on <br />The subject property. currently contains a citrus grove. North <br />of the subject property are more citrus groves. East of the <br />subject property is a nursing home which is currently zoned <br />C-lA, Restricted Commercial District. Further east are citrus <br />groves which are zoned R-lA, Single -Family District (up to 4.3 <br />units/acre). South of the subject property, across Barber <br />Avenue, are the Medical Arts Center, the Neurological Associates <br />building, the North River Center professional building, the <br />Vero Beach Care Center (a nursing home), and undeveloped land <br />zoned C-lA. East of these properties is Indian River Memorial <br />Hospital. West of the subject property is a single-family <br />subdivision, zoned C-lA and R-2. <br />Future Land Use Pattern <br />The Comprehensive Plan.designates the subject property as MD -1, <br />Medium -Density Residential 1 (up to 8 units/acre). However, <br />the Plan also designates a 130 acre hospital/commercial node <br />north of the hospital, along Barber Avenue.
