Including the <br />subject property in the node would be a natural extension of <br />the node. <br />Transportation System <br />The subject property has direct access.to 37th Street <br />(classified as a secondary collector street on the Thoroughfare <br />Plan). Rezoning the subject property to MED district could <br />attract up to 888 average annual daily trips (AADT). The <br />current R-2 zoning allows development that could generate 532 <br />AADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water is available for the subject property. City <br />wastewater facilities may be available for the subject property <br />on a temporary basis. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Mr. Shearer noted that this property is contiguous to <br />property rezoned last week, and staff feels this also should <br />be included in the hospital/commercial node. <br />The Chairman asked if anyone present wished to be <br />heard. <br />Reverend Isaac Charles, Pastor of the Church of God by <br />Faith, located at 1705 38th St., stated that his personal <br />address is 945 Bahama Avenue, Stuart. He informed the Board <br />that the church property runs adjacent to the property under <br />discussion, and he and members of his congregation were at <br />the previous meeting to oppose the rezoning. Because of the <br />nature of their church services, they are concerned about <br />the future, and no one could assure them that there would <br />not be some kind of low noise ordinance for the area. They <br />do now enjoy the freedom of expressing themselves in their <br />religious practices. Also the residents of the community <br />have been there for a number of years, and remember this <br />location as home.
