DESCRIPTION AND CONDITIONS: <br />On June 6, 1984, the Board of County Commissioners instructed <br />the Planning Department to review the fee schedule for rezoning <br />and Comprehensive Plan amendment applications. At that time, <br />the Board indicated that it might be appropriate to charge a <br />reduced rate for properties being considered for Comprehensive <br />Plan amendment and rezoning simultaneously. <br />In addition, the County's Zoning Ordinance requires that <br />location maps be included with public hearing notices for <br />rezoning requests heard by the Planning and Zoning Commission. <br />The cost of providing these maps, with public hearing notices, <br />averages $110 per application and is not adequately covered by <br />the current rezoning fees. <br />On September 13, 1984, the Planning and Zoning Commission voted <br />4 -to -1 to recommend this for consideration. <br />ALTERNATIVES AND ANALYSIS: <br />The County's present fee schedule for rezoning and Comprehen- <br />sive Plan amendment applications is as follows: <br />Rezonings: <br />Less than 5 acres <br />5 -to -10.0 acres <br />More than 100 acres <br />Comprehensive Plan Amendments: <br />Less than 5 acres <br />5 -to -40 acres <br />41 -to -100 acres <br />More than 100 acres <br />$225 <br />$500 <br />$650 + $50 for each <br />additional 25 acres <br />$200 <br />$400 <br />$500 <br />$750 <br />Currently, the fees for rezonings generally cover advertising <br />costs and the costs of postage for notifying surrounding <br />property owners by certified mail. However, the fees do not <br />pay for staff time spent analyzing the requests and in some <br />cases are not adequate to pay for the advertising costs. Also, <br />it does not seem reasonable to charge the same fee for a 5 acre <br />parcel as a 100 acre parcel. The rezoning fee schedule should <br />be broken down like the Comprehensive Plan amendment fee <br />schedule. <br />Providing a reduced fee for individuals applying for a Compre- <br />hensive Plan amendment and rezoning simultaneously would <br />encourage applicants to apply for both in January rather than <br />applying for the Comprehensive Plan amendment and later apply- <br />ing for a rezoning. Because all of the staff work can be done <br />at one time, including writing one recommendation instead of <br />two, it would seem equitable to provide a reduced rate. <br />However, because most of the rezoning fees are used for ad- <br />vertising and postage, the reduced rate should be slight. <br />Based on the above analysis, the following proposed fee sched- <br />ule was prepared: <br />46 <br />OCT 10 1984 BOOK 58 FA -IX 694 <br />
