An analysis of comparable prices was performed to determine <br />which company..submitted the lowest bid (see attached) and it <br />was established that Haeger's Native Plant Nursery was lowest. <br />County Attorney Gary Brandenburg was asked for direction <br />in determining which bidder should be recommended to the Board <br />of County Commissioners for award of the bid. He advised that <br />the award should go to Haeger's Native Plant Nursery since they <br />had more closely complied with the bid requirements by bidding <br />on 1005 items and there were 1008 items in the bid proposal. <br />RECOMMENDATIONS <br />Based on the recommendation by Mr. Brandenburg and on the <br />comparable prices analysis, it is recommended that the bid be <br />awarded to Haeger's Native Plant Nursery in the amount of $7,686. <br />It is further recommended that the Public Construction Bond be <br />waived since this project calls for one final payment for the <br />entire project. This would reduce the price of the project by <br />$698 for a total cost of $6988. <br />V. L. Griffith, County Engineer, presented staff's <br />recommendation that the bid be awarded to Haeger's Native <br />Plant Nursery and that the Public Construction Bond be <br />waived. <br />Attorney Brandenburg pointed out that both bidders <br />changed the quantities and species of plants designated in <br />the County's bid proposal, and, in effect, both of these <br />bids can be refused. <br />Thomas Lund of Davison's Inc. explained the <br />difficulties they encountered while preparing their bid. He <br />pointed out that the drawing furnished by the County showed <br />more items than were listed in the bid proposal. In <br />addition, 10 different nurseries in the state advised them <br />that many of the plants specified were just not available. <br />He felt their proposal provided adequate dune revegetation, <br />and believed that some of the plants that were specified <br />were not necessary for this particular project. <br />Mr. Lund noted that when Mike's Landscaping did the <br />landscaping at the Tracking Station Park, a lot of plants <br />were lost during the freeze at Christmas time.
