He felt <br />this bid could have been handled much better if a pre-bid <br />conference had been held. <br />Andy Davison, owner of the firm, pointed out that the <br />property to be landscaped lies between two structures and <br />felt that their bid of $4600 was quite sufficient to do a <br />good job for the County. He also pointed out that after Mr. <br />Lund spent three days preparing their bid, they found out <br />that they could ignore the drawing furnished by the County <br />and go with their own drawing, which he did not think was <br />fair. <br />Chairman Scurlock thought Mr. Lund made an excellent <br />point and agreed that pre-bid conferences are very <br />worthwhile because a significant amount of information can <br />be obtained to aid in the preparation of a bid. <br />Mr. Davidson stated that they were told this morning <br />that the reason their bid was not accepted was because the <br />sea oats were set too far back from the beach. He.disagreed <br />and was very unhappy about losing this bid, because he felt <br />they could do a good job for the County and the taxpayers. <br />Director Davis stated that in landscaping contracts, <br />they have to concern themselves with acts of nature and acts <br />of God, and Attorney Brandenburg advised that those perils <br />are covered in these contract documents. He asked Director <br />Davis if the same contract documents were used here that <br />were for the landscaping contract at the Tracking Station <br />Park, and Director Davis explained that a shorter version <br />was used. <br />Attorney Brandenburg pointed out that the damage which <br />occurred at the Tracking Station Park happened prior to the <br />time the County accepted the contractor's work. <br />Commissioner Lyons suggested that both bids be rejected <br />on the basis that neither firm met the specifications of the <br />bid proposal. <br />58 <br />
