It is <br />not feasible to develop a permanent mobile home subdivision <br />on the six -acre subject property. Because the subject property <br />is adjacent to the F.E.C. railroad and is surrounded on three <br />sides by commercial and industrial zoning, the proposed C-2 <br />zoning of the subject property is more appropriate than the <br />present R-1PM zoning. <br />Transportation System <br />The subject property has direct access to Vickers Road (clas- <br />sified as a local street on the Thoroughfare Plan). Developing <br />the subject property for warehouses could attract up to 405 <br />average annual daily trips (AADT). <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />ry+-;1;4 <br />The subject property is not served by County water nor County <br />wastewater facilities. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Chief Planner Shearer further noted that this is a <br />triangular shaped piece of property and the longest side abuts <br />the railroad. While there is both M-1 and C-1 around this <br />property, it was felt the Heavy Commercial zoning would be better <br />than Industrial and give a little better control. The intended <br />use is warehouses. <br />Commissioner Bowman inquired about drainage in this area, <br />and Mr. Shearer confirmed that there apparently is some problem, <br />but this would be looked at at the site plan level to be sure the <br />Storm Water Management Ordinance was complied with. <br />Chairman Scurlock asked if there is any indication those <br />requirements cannot be met as he felt it is only fair, if we <br />identify something that cannot be resolved, that we put the <br />people on notice as early as possible there may be a problem. <br />Planning Director Keating reported that this is not in a <br />flood prone area so it becomes just a problem of how the actual <br />storm water drainage is designed. <br />The Chairman asked if anyone present wished to be heard. <br />10 <br />
