the Board review the program with the Cambrian Industries representa- <br />hive so that may become familiar with the proposed methane gas re- <br />covery system and the terms of any agreements necessary for implement- <br />ing the overall program. In addition, staff requests that the Board <br />e�-press their interest and concern in implementing the Cambrian <br />Industries program. If the Board determines that the proposed gas <br />recovery program is a positive and worth while program, staff recom- <br />mends that the Board authorize the County Attorney and the Division <br />of Utility Services to negotiate an acceptable lease and operating <br />agreement, and proceed towards implementing the program. <br />Commissioner Lyons asked if this could be done at the old <br />Landfill out by the Airport, and Mr. Brooks noted that has been <br />closed about 8 years and he doubted it would be productive enough <br />to make it feasible. Actually, the company would investigate to <br />determine whether the productivity is adequate before they <br />install anything. <br />Attorney Brandenburg informed the Board that the corpora- <br />tion had submitted a contract to the County, which he reviewed <br />and indicated he did not feel this type contract would be <br />satisfactory. It tied up the County's landfills and future <br />landfills for exploration without them actually making a <br />commitment to do the exploration or to release us within a <br />certain period of time. <br />Mr. Brooks stressed that this was merely a draft agreement; <br />the intent was simply to introduce the Board to this type <br />agreement. <br />Tudor Williams of Cambrian Energy Systems came before the <br />Board to make the presentation. He informed the Board that they <br />are from Los Angeles and his firm represents Pacific Lighting <br />Corporation, a 4P billion dollar company, which is listed on the <br />New York Stock Exchange. They have been in Florida for <br />approximately 3 years looking at sites. At first it was felt <br />this County's landfill would be too small, but they since have <br />found that gas generates very quickly in Florida. He confirmed <br />that they need to have a landfill that still has some life left <br />in it, and the gas at Lantana appeared to dissipate in about 8 <br />years. As to whether they are willing to turn back landfills if <br />they are uneconomic, Mr. Williams reported that out of 25 <br />41 <br />OCT 17 1984 <br />BOOK 5,8 . ,F 677 J <br />\ J <br />
